[UPDATE 27 July 2022] The Ministry of Justice has announced that the penalty for any match ticket issuance, selling, reselling or exchange that are executed without a FIFA-provided license will be QR 250,000.

The Al Sharq newspaper reported on June 28 2022, the explanation of some crucial world cup related laws and regulations expressed by Lawyer Ahmed Al-Subaie in live program on Qatar TV.
The Al Sharq article reported that anyone engaging in the illegal selling and distribution of World Cup 2022 tickets will be subject to up to one year of imprisonment and a penalty of QR 500,000. This would be applicable to any unlicensed company that does so against the knowledge of FIFA.
These regulations are a part of FIFA's exclusive rights regarding intellectual and commercial property that controls the issuance, distribution and sale of tickets for World Cup matches which is also an exclusive process for FIFA.
It was further mentioned that the broadcast of the matches in any public place or open field cannot be done without the permission of FIFA or the Supreme Committee for Delivery and Legacy.
