In Qatar, engaging in begging is considered a violation of the law, and individuals found guilty may face legal consequences. The ILoveQatar.net (ILQ) team has put together a guide that lists the laws regarding begging and how to report such incidents.

The Ministry of Interior recently released a video on its social media platforms explaining how the people of Qatar can report cases of begging.

Law No. 11 of 2004 Issuing the Penal Code

Article 278 - (Amended By Law 28 /2006)
Starting Date: 27/07/2006
(replaced by Article 1 of Law No. 28 of 2006) Whoever begs in roads or public places, leads or encourages minors to beg shall be punished with imprisonment for a term up to one year. Or, in lieu of the said penalty, the beggar can be housed in one of the correction facilities made for this purpose. In all cases, the money resulting from the offence shall be confiscated and a judgment of the stipulated penalty issued.

1. Login to your Metrash2 App with your login details

2. On the main landing page, go to 'Communicate with Us'

3. Select the option 'Report begging case'

4. This will require you to fill out the following details:

  1. Upload a photo of the begging incident
  2. Pin the location on the map
  3. Specify the gender of the person involved in the incident
  4. Specify the age group
  5. Mention the ethnicity
  6. Fill out any additional information or description of the person or incident
  7. Once you have filled out all the information, click next on the bottom right of the page.
  8. The request will be registered, and you will receive a notification that the authorities will call you for more information regarding the beginning of the incident.

Begging can also be reported by calling any of the following numbers: 3361 8627, 234 7483, or 234 7444.
