H.E. Prime Minister and Minister of Interior Sheikh Khalid bin Khalifa bin Abdulaziz Al-Thani chaired the Cabinet's regular meeting held at its seat at the Amiri Diwan on Wednesday.

At the beginning of the meeting, the Cabinet listened to the explanation given by H.E. the Minister of Public Health on the latest developments to limit the spread of the Coronavirus (Covid-19), and after reviewing the report of the Supreme Committee for Crisis Management regarding the plan to gradually lift the restrictions imposed as a result of the Corona pandemic, and in the interest of the health of and the safety of all members of society, decided the following:

The decisions shall be effective from 6 August 2021 until further notice.

Business and Leisure

  • Workplace (government): Continuing to work with the decision of the Council of Ministers, which stipulates that, according to the need for work, no more than (80%) of the total number of employees in the government sector in each entity shall start their work at their workplace, while the remaining number of employees shall conduct their work (remotely) from their homes or upon request, as the case may be, with the exception of the military, security and health sectors.
  • Workplace (private): Continuing to work with the decision of the Council of Ministers, which stipulates that no more than (80%) of the total number of workers in the private sector in each entity conduct their work at their workplace, and the remaining number of them start their work remotely from their homes, and the Ministry of Commerce and Industry, in coordination with the authorities, undertakes concerned, specifying the necessary activities that are excluded from this decision.
  • Workplace (meetings): Continuing to allow meetings to be held for employees and workers in the government and private sectors who are at their workplace in the presence of no more than (15) people, provided that the rest of the meetings are (remotely) using modern technical means.
  • Rapid test for non-vaccinated: Continuing to oblige all employees and workers in the public and private sectors to conduct a rapid test for the Coronavirus (Rapid Antigen) approved by the Ministry of Public Health, on a weekly basis, for employees and workers who did not receive or complete doses of the (Covid-19) vaccine. Workers who have completed doses of the COVID-19 and those who have recovered from the disease are exempted from this requirement.
  • Theatres and cinemas: Continuing to allow the opening of theaters and cinemas and the provision of their services not exceeding (30%) of the capacity, provided that (75%) of the customers who have completed doses of the (Covid-19) vaccine, and allowing the entry of children and counting them within the percentage allowed (25%) for those who did not complete or did not receive doses of the (Covid-19) vaccine.
  • Museums and libraries: Continuing to allow the opening of museums and public libraries without exceeding (75%) of the capacity.
  • Shopping Malls: Continuing to allow the work of commercial complexes (malls) with a capacity not exceeding (50%), allowing children to enter, and allowing the opening of food courts within the commercial complexes not exceeding (30%) of the capacity of food courts, and allowing the opening of all prayer rooms and changing rooms in those complexes.
  • Restaurants: Continuing to allow restaurants and cafes to serve food and beverages in accordance with the following:
    • A capacity that does not exceed (50%) for restaurants and cafes that have a “Qatar Clean” certificate, and a capacity that does not exceed (30%) for restaurants and cafes that meet the conditions determined by the Ministry of Commerce and Industry, in the open spaces.
    • A capacity card that does not exceed (50%) for restaurants and cafes that have a certificate of "Qatar Clean", and a capacity that does not exceed (20%) for restaurants and cafes that meet the conditions determined by the Ministry of Commerce and Industry, provided that all customers have completed (Covid-19) vaccine doses and only children with their families are allowed to enter, in closed spaces.
  • Souqs: The continuation of the work of the souqs throughout the week, with a capacity not exceeding (50%), and children are allowed to enter.
  • Wholesale markets: Continuing the work of the wholesale markets with a capacity not exceeding (50%), and allowing the entry of children.
  • Barbershops and hairdressers: Continuing to allow the opening of beauty and hairdressing salons with a capacity not exceeding (50%), provided that all employees of these facilities and clients have completed doses of the (Covid-19) vaccine, taking into account that no more than one child is present in those salons at the same time.
  • Theme parks and leisure centers: Continuing to allow the opening of amusement parks and all entertainment centers according to the following:
    • A capacity not exceeding (50%) for amusement parks and recreational centers in open spaces.
    • A capacity not exceeding (30%) for amusement parks and indoor entertainment centers, provided that (75%) of the customers who have completed doses of the (Covid-19) vaccine are to be included, and children are allowed to enter and be counted among the percentage of ( 25%) allowed for those who did not complete or did not receive doses of the (Covid-19) vaccine.
  • Health clubs, gyms, and spas: Continuing to allow the opening of health clubs, physical training clubs, massage services, sauna and steam rooms, jacuzzi services, and Moroccan and Turkish baths, provided that it does not exceed (50%) of the capacity, provided that all workers in those facilities and clients have completed doses of the (Covid-19) vaccine.
  • Swimming pools and water parks: Continuing to allow the opening of swimming pools and water parks according to the following:
    • A- A capacity not exceeding (50%) for all swimming pools and water parks in open spaces.
    • B- A capacity not exceeding (30%) for all indoor swimming pools and water parks, and only customers who have completed doses of the (Covid-19) vaccine are allowed to enter, provided that among that percentage is (75%) of customers who have completed doses of the (Covid-19) vaccine, and allowing children to enter and count them among the (25%) allowed for those who did not complete or did not receive doses of the (Covid-19) vaccine.
  • Cle​aning and Hospitality Services​​​​​​​​​: Continuing to allow cleaning and hospitality companies to provide their services through their employees who have completed doses of the (Covid-19) vaccine, whether in one or more homes and allowing cleaning and hospitality services to be provided to the facilities contracting with them during working hours with a full capacity, through their employees who have completed COVID-19 vaccine doses.
  • Trade-shows, Exhibitions, Conferences and Cultural Events​​​​​​​: Continuing to allow the organization of conferences, exhibitions and events with a capacity not exceeding (50%), after obtaining the approval of the Ministry of Public Health

    COVID-19 precautionary measures

    • All citizens and residents to wear masks on leaving the house for any reason unless the person is alone while driving a vehicle or with his family.
    • Continuing to oblige all citizens and residents to activate the EHTERAZ application on smartphones when leaving the house for any reason.

    Gatherings

    • Mosques: The continued opening of mosques to perform daily duties and Friday prayers, and allowing children to enter, while adhering to the precautionary measures determined by the Ministry of Public Health and the Ministry of Endowments and Islamic Affairs, while continuing to close toilets and ablution facilities.
    • Social gatherings: Continuing to allow presence in homes and councils according to the following:
      • A - The presence of a maximum of (15) people who have completed doses of (Covid-19) vaccine, or a maximum of (5) people if all or any of them did not complete or did not receive doses of (Covid-19) vaccine in closed places in homes and councils.
      • B - In the presence of a maximum of (35) persons who have completed doses of (Covid-19) vaccine, or a maximum of (10) persons of those who have completed doses of (Covid-19) vaccine with those who have not completed or did not receive doses of (Covid-19) vaccine in the places open in homes and councils.
    • Weddings: Continuing to allow wedding parties to be held in wedding halls in hotels and independent wedding halls only, provided that the number of attendees does not exceed (80) people while allowing the presence of (10) people in attendance who did not complete or did not receive doses of the (Covid-19) vaccine.

    Outdoor and Professional Sports

    • Activities in parks, Corniche, and beaches: Continuing to allow gatherings or sitting in public parks, beaches, and the Corniche with a maximum of (20) people or family members residing in the same house. Individual sports such as walking, running and cycling are allowed. Allowing the opening of playgrounds and exercise equipment in those places. Continuing to allow the opening of Private beaches not exceeding (50%) of the capacity.
    • Organized Sports Training​​​​​​​​​​​​: Continuing to allow professional sports training, whether in closed or open spaces, and to allow preparatory training for local and international tournaments approved by the Ministry of Public Health, and to allow the training of amateurs with a maximum of (35) people in open spaces who have completed doses of the (Covid-19) vaccine and ( 15) people in enclosed spaces who have completed doses of the (Covid-19) vaccine, with no public attendance allowed.
    • Professional Sports Events​​​​​: Continuing to allow the organization of local and international sporting events after obtaining the approval of the Ministry of Public Health, and allowing the presence of no more than (50%) of the capacity of the public in open spaces, provided that (75%) of the public who have completed vaccine doses (Covid-19), with obligating those who did not complete or did not receive doses of the (Covid-19) vaccine to conduct a rapid test for the Coronavirus (Rapid Antigen) approved by the Ministry of Public Health and that it was done within the (24) hours before the event. Allow the presence of no more than (30%) of the capacity of the public in closed places, provided that they have completed doses of the (Covid-19) vaccine.

    Transport

    • Continuing to oblige all citizens and residents when leaving and moving for any reason not to have more than four people in the vehicle, including the driver of the vehicle, with the exception of family members residing in the same house when leaving and moving in vehicles.
    • Public transport - Buses and metro
      • Continuing to work on what was decided to reduce the number of people transported by buses to half the bus capacity, while taking precautionary measures and measures.
      • Continuing the operation of metro services and public transport services, not exceeding (50%) of the capacity throughout the week, taking into account the closure of places designated for smoking, and not allowing food and drink in the mentioned means of transport.
    • Driving schools: Continuing to allow the opening of driving schools and the provision of their services not exceeding (50%) of the absorptive capacity, provided that all workers who start work in the school are from those who have completed doses of the (Covid-19) vaccine.
    • Maritime transport: Continuing to allow the services of renting boats, tourist yachts, and leisure boats, provided that all workers in those boats and yachts have completed doses of the (Covid-19) vaccine and that the number of passengers on those boats and yachts does not exceed (50%) of its capacity and a maximum of (25), while allowing the presence of 3 within the mentioned number who did not complete or did not receive doses of the COVID-19 vaccine. The owners of personal boats and yachts, if used, are obligated to adhere to the percentage, number and controls mentioned.

    Education and Health

    • Education and Training Centers: Continuing to allow educational centers and private training centers to provide their services not exceeding (50%) of the absorptive capacity, and that all trainers who start work in those centers should be from those who have completed doses of the (Covid-19) vaccine.
    • Special Needs Centers: Continuing to allow educational sessions to be held in centers designated for people with special needs, with no more than (5) people in one session, provided that all trainers who start work in those centers are from those who have completed doses of the (Covid-19) vaccine.
    • Nurseries and childcare: Continuing to allow the opening of nurseries and the provision of their services not exceeding (50%) of the capacity, provided that all workers who start work in nurseries are from those who have completed doses of the (Covid-19) vaccine.
    • Private healthcare facilities: Continuing to allow medical services to be provided in private health care facilities with the full capacity of these facilities, provided that all workers who start work in those facilities are those who have completed doses of the (Covid-19) vaccine.

    Compliance with health requirements, procedures, precautionary measures and controls

    Compliance with health requirements, procedures, precautionary measures and controls determined by the Ministry of Public Health shall be taken into consideration.

    The Ministry of Interior, the Ministry of Public Health, the Ministry of Commerce and Industry, and other government agencies - each within its jurisdiction - shall take the necessary measures in this regard, to ensure compliance with the prescribed health requirements, procedures, and precautionary measures.

    Effectivity

    These decisions shall be effective as of Friday, 6 August 2021, until further notice.
