Numbeo's latest Crime Index by Country for 2023 reports that Qatar has ranked first out of 118 countries in the world. Qatar scored a 13.3 crime index and 86.7 safety index based on Numbeo's Crime Index metrics.

Qatar has been ranked the safest country in the world since 2019, making this year's top rank its 5th year in a row. Following Qatar as the safest country is the United Arab Emirates, with a crime index of 15.1 and a safety index of 84.9. Below are the top 10 safest countries in the world in 2023 according to Numbeo's list:

1. Qatar
2. United Arab Emirates
3. Taiwan (China)
4. Isle Of Man
5. Oman
6. Hong Kong (China)
7. Armenia
8. Japan
9. Switzerland
10. Bahrain

According to Numbeo, Crime Index estimates the overall crime level in a given city or country. Low crime levels in a country will result in a low crime index which indicates safety. The safety index, on the other way, is the opposite of the crime index. If the city has a high safety index, it is considered very safe.
