New policy to regulate home nursing services introduced by Health Ministry

​The Ministry of Public Health (MOPH) announced on 24 July 2023 a new policy which is intended to regulate the practice of home nursing services in Qatar. The policy entails the introduction of the job title of a 'home nurse' and also launched the registration and licensing standards within the nursing categories organized by the Healthcare Professions Department at the Ministry.

This policy is an attempt of the Ministry to legalize all health practitioners in Qatar and to ensure that the practice is done in abidance to the global health regulations and policies, institutions and the American Nurses Association (ANA)

Under the policy, anyone who is to be practising the role of a home nurse, be it sponsored by a patient or family or those who do not have licenses from health facilities, is to be licensed and registered by the Ministry of Public Health. However, registration and licensing will only be possible if all conditions are requirements are met, which ensure that the nurse is competent for the role. Certificates, documents, and academic qualifications will be verified, and passing the Ministry examination will be required.

It was mentioned by Dr Saad Al Kaabi, Director of the Department of Healthcare Professions at the Ministry of Public Health, that one of the conditions for granting a license to a home nurse is that the applicant must have an intermediate certificate in nursing, such as Associate Degree in Nursing (ADN), or diploma of technical secondary nursing schools or any other nationally recognized study program dedicated to this purpose.

Additionally, it was mentioned that the same license can also be granted to nursing cadres who have a bachelor's degree in nursing, provided they demonstrate commitment to the scope of practice in the field of work.
