As head of the Qatar Museums Authority, Al-Thani, by FORBES estimates, controls an annual art-buying budget in the neighborhood of $250 million--though if she wanted to blow the lid off that ballpark cap she probably could. Oil-rich Qatar's GDP is $184 billion, and the line between government money and the royals' spending is gossamer-thin. Last year, she paid $250 million for Paul Cezanne's "The Card Players," setting a record for the highest-price paid for a painting ever.
