Qatar has dedicated seven offices in its municipalities to help people deal with any rain-related emergency. The municipal services have also set up 19 special phone lines to enable people to report problems caused by the rain, Arabic daily Al Watan said. The offices and hotlines are part of an emergency plan to confront difficulties caused by the autumn rains that have started pouring in the country. Rain is rare in Qatar and is almost confined to late autumn and winter. Gulfnews
