The Emir H H Sheikh Hamad bin Khalifa Al Thani issued yesterday Decree No. 41 of 2009 ratifying a loan agreement between the governments of Qatar and Bahrain, signed in Manama on May 6, 2008. The decree stipulates that the agreement shall have the force of law in accordance with the Article 68 of the Constitution. The Emir also issued Decree No. 42 of 2009 approving the memorandum of understanding (MoU) between the Foreign Ministries of Qatar and Ukraine, signed in Kiev on March 5, 2009. The MoU shall have the force of law in accordance with the Article 68 of the Constitution. The Emir issued Decree No. 43 of 2009 ratifying the charter of the Gas Exporting Countries Forum, agreed in Moscow on January 23, 2008. The agreement shall have the force of law in accordance with the Article 68 of the Constitution. Doha: The Emir H H Sheikh Hamad bin Khalifa Al Thani issued yesterday an instrument of ratification approving a draft agreement between the Governments of Qatar and Malta on the avoidance of the double taxation and the prevention of financial evasion on income tax, signed in Doha on August 26, 2009.
