First of all, NO, the circus isn't in town. Second of all, they sure look pretty don't you think?
The lights represent someone from the family just got married and this is their way of celebrating. Lights aren't colorful, they're typically normal yellowish lights.
Next time you see your neighbour's house covered in lights, maybe you should pass by and say congratulations :)
