Qatar Embassy in Berlin, Germany issued a statement as below:
As of Friday, 25/06/2021, citizens and residents of the State of Qatar were allowed to travel to the Federal Republic of Germany for the purpose of tourism without the need to be subject to quarantine. The decision included holders of a valid Schengen visa (Schengen), who received two full vaccination doses with an approved vaccine. The European Union provided that at least 14 days have passed since the vaccination and (presenting a certificate approved by the competent medical authorities in the State of Qatar proving this).

It also allowed children under 12 years of age who did not receive the vaccine, and those traveling with their families who had fully vaccinated, to enter the Federal Republic of Germany for the purpose of tourism without the need to undergo quarantine.
The list of approved vaccines in the Federal Republic of Germany includes Pfizer-Biontech, AstraZeneca, Johnson & Johnson, Moderna, Sinopharma, and Sinovac.
As for those who have not received the full vaccination, they are not allowed to enter the Federal Republic of Germany exceptions to an official purpose approved by the competent authorities (treatment, study, official work assignment).
