A report by DPA made public that the decision whether to expand the 2022 World Cup to 48 teams will not be taken unilaterally by either global football governing body FIFA or hosts Qatar, the tournament’s chief executive has said.

“The decision to expand the game will only take place between FIFA and Qatar at the agreement of both parties,” said Nasser al Khater, CEO of the local organizing committee.

The plan to potentially expand the world's biggest football event by adding one more country to host matches is reportedly 50/50.

FIFA's council, in a March 15, 2019 report, has approved working with host Qatar to explore expanding the 2022 World Cup to 48 teams by adding at least one more country in the Gulf to host the football matches.
