His Excellency Sheikh Khalid bin Khalifa bin Abdulaziz Al Thani, Prime Minister and Minister of Interior, chaired the regular meeting held by the Council this afternoon at its headquarters in the Emiri Diwan.

After the meeting, His Excellency Dr. Abdullah bin Abdulaziz bin Turki Al Subaie, Minister of Municipality and Environment and Acting Minister of State for Cabinet Affairs, stated the following:

At the beginning of the meeting, the Council of Ministers praised the success of the electoral process for members of the Shura Council, which was characterized by integrity, transparency and good organization, and the high patriotic spirit that prevailed, which reflected the awareness of the Qatari people and their deep awareness of their national responsibilities and duties.

The Council affirmed that holding the first elections for the Shura Council in the country's history, and the success they achieved, is a historic achievement of the rational policy of His Highness the Amir Sheikh Tamim bin Hamad Al Thani and his wise vision, and his keenness to enhance popular participation in the legislative process. It also embodies His Highness' confidence in his loyal people and their ability to exercise their constitutional rights with the highest levels of national awareness and responsibility.

The Council congratulated the elected members of the Shura Council for the precious confidence they had, wishing them success in performing their duties and responsibilities, and expressing its aspiration for close, fruitful and constructive cooperation between the government and the Council in everything that would serve the country and the citizen.

The Cabinet also renewed the State of Qatar's solidarity with the sisterly Sultanate of Oman and standing by it in its efforts to confront the repercussions of Hurricane Shaheen, which hit some regions of the Sultanate. The Council expressed its sincere condolences and sincere sympathy to the government, the brotherly Omani people and the families of the victims of the hurricane, wishing a speedy recovery for the injured.

Then the Council listened to the explanation given by His Excellency the Minister of Public Health on the latest developments to limit the spread of the coronavirus (COVID-19), and the Council affirmed the continuation of work with the measures and precautionary measures that have been taken in order to combat this epidemic.

After that, the Council of Ministers considered the topics on the agenda as follows:

First - Approval of a draft decision of the Minister of Interior to amend some provisions of Resolution No. /51/ of 2016 to form the Expatriates Exit Grievances Committee.

Second - Approval of a draft decision of the Minister of Municipality and Environment to amend some provisions of the executive regulations of the Environmental Protection Law issued by Decree-Law No. 30 of 2002.

The draft resolution aims to regulate the establishment, installation and operation of stations for continuous monitoring of the quality of marine water quality and the requirements, requirements and technical specifications for that, and to link these stations with the national network for monitoring the quality of marine water quality in the Ministry of Municipality and Environment.

Third - The Cabinet reviewed the following two issues and took the appropriate decision:

1- The reports of the Permanent Committee of Water Resources on its work during the period from 1/7/ 2020 to 30/6/ 2021.

The Permanent Committee of Water Resources indicated that it discussed a number of topics related to the groundwater axis, the treated wastewater axis, the desalinated water axis, and the axis of the policies, strategy and regulations of the country's water resources, and appropriate recommendations were taken in their regard.

2- Results of the International Conference for the Recovery of Stolen Funds / Baghdad - September 2021/.

The State of Qatar participated in the conference with a delegation headed by His Excellency the Minister of Justice. Among the recommendations issued by the conference are the following:

Emphasis on the principle of good faith in the implementation of international legal obligations in the field of recovering looted funds, and what is required for the return of illegally obtained funds and assets to the country requesting recovery.

  • The importance of studying the relevant authorities of the country requesting recovery of the provisions of the procedural laws relevant to the country in possession of the looted funds, and taking them into account while preparing the recovery requests.
  • The importance of building trust between the requesting countries and the countries receiving asset recovery requests, creating a culture of mutual legal assistance for the benefit of the requesting country, and paving the way for the success of international cooperation.
