The Permanent Delegate of the State of Qatar in Geneva and United Nations Office on Drugs and Crime (UNODC) organised a joint event entitled "Education for the Rule of Law: Strengthening Participation in the Field of Human Rights" yesterday.
His Excellency (H.E.) Permanent Representative of the State of Qatar in Geneva Ambassador Ali Khalfan Al Mansouri said that the Thirteenth UN Congress on Crime Prevention and Criminal Justice, which was held in Doha in April 2015, adopted the Doha Declaration which includes an action plan for the international community based on four main pillars: integrity of the judiciary, education for justice, crime prevention for young people through sports and rehabilitation of prisoners. The Doha Declaration also highlighted the importance of education as a tool to prevent crime and corruption, and emphasised that educating children and youth is essential to fostering a culture that supports the rule of law, crime prevention and criminal justice.
In order to turn the Doha Declaration into reality, H.E. Ambassador Al Mansouri said that the UNODC, with financial support from Qatar, launched an ambitious global program aimed at helping countries achieve positive and sustainable development in the field of crime prevention, criminal justice, corruption, and the rule of law. This initiative, which has spanned over the past five years, promotes peaceful and corruption-free societies in which all participate in order to achieve sustainable development through an approach that focuses on building people, providing justice for all and building effective and accountable institutions at all levels.
H.E. the Ambassador said that the Global Programme for the Implementation of the Doha Declaration focuses on how to face the challenges of fighting corruption, enhancing integrity and ethical rules, preventing crime, promoting criminal justice, countering cyber crime, fighting human trafficking and smuggling of migrants, and preventing terrorism and violent extremism, among others.
He said that education is one of the four main pillars of the Global Programme because of its significant impact and contribution to achieving criminal justice and crime prevention. Accordingly, the UNODC launched the Education for Justice initiative, to prepare and publish educational materials aimed at crime prevention and criminal justice across the primary, secondary and university education, as well as organizing workshops, conferences and seminars for teachers and academics to gain information and exchange ideas and research.
He noted that the rule of law would not prevail within societies if human rights were not covered by protection, and vice versa, it is not possible to protect human rights in societies without the rule of law being strong, adding that the rule of law is the mechanism for the implementation of human rights and transforming it from a mere principle to a reality.
H.E. the Permanent Representative stressed the keenness of Qatar on consolidating and strengthening the partnerships with the UNODC and all other relevant bodies, in order to successfully implement the outputs of the "Doha Declaration", through its sponsorship of projects and international communication to highlight the great success of the Global Program and its activities and active contribution to achieving the Sustainable Development Goals 2030, and the establishment of a culture of respect for the rule of law.
