The Supreme Council of Information and Communication Technology, ictQATAR, today launched a public consultation on its second round of Market Definition and Dominance Designation.
After more than a year of competition in the telecommunications market, ictQATAR plans to assess the changes and the relative market power of the operators in Qatar, which supports ictQATAR to make appropriate regulatory decisions based on the results.
This Market Definition and Dominance Designation builds on the first Market Definition and Dominance Designation, which was issued in June 2008, where Qtel was found to have a dominant position on all relevant retail and wholesale markets.
The public consultation on Market Definition and Dominance Designation is primarily for Service Providers, and also open to the general public in Qatar. ictQATAR is seeking comment on the proposed review process and the content of the review, with comments due by December 4, 2010. The consultation is online at www.ictqatar.qa.
ictQATAR expects to finish the process in early 2011 ,with the publications of the final response document, the Notice and Orders with the decision on dominance designation and the final methodology document according to Article (72) of the Telecommunications By-Law.
All comments received during the consultation will be considered in these documents.
