Online registration of lease contracts opens

The Ministry of Municipality and Environment (MME) represented by the Information Systems Department has launched a new service of electronic registration and attestation of lease contracts.

The online service can be availed through Ministry’s website, www.mme.gov.qa. “New service comes within the framework of the Ministry’s continuous efforts for upgrading its electronic services and making them more accessible to the public,” said Director of Information Systems Department at the MME, Hamda Abdulaziz Al Maadheed in a statement.

She said that people can avail the service from any place round-the-clock in a record time.

“The service for registering and attestation of lease contracts is on high demand and the existing system required physical presence and paper works at the registration offices at the municipalities,” said Al Maadheed adding that the new service will save the time and efforts of people.

She said that these procedures have been simplified through the new system.

“The first version of system covers the lease contracts of one property and there would be a second phase of implementing this system where applicants can register multiple contracts in one transaction,” said Al Maadheed.

She said that the new service offers online registration and attestation of lease contracts without visiting to the offices of municipalities. “Both parties can print attested certificate of lease contracts through new system online. They can follow up the application and can also make online payment,” said Al Maadheed.

She said that applications could be followed through ‘Aoun’ mobile application. The new service required a copy of the contract in Arabic language, details of ownership, a copy of original contract in case of subletting, electricity and water number. To recall, Law No. (19) of 2017 amending certain provisions of Law No. (4) for the year 2008 regarding lease contracts, stipulates that the lessor must register the lease at the registration office within two months from the date of signing the contract.

In case of violation of this provision a fine of not more than QR10,000 shall be imposed. The registration office will charge 0.5 percent of total value of annual rent for registering each residential, commercial or other types of units came under building licensing.

The registration charge should not be less than QR250 and more than QR2,500. The registration is mandatory. The firms should offer properties on rent based on a registered lease contact.
