Keeping in mind the Labor rights contributing to Public Works Authority's (Ashghal) projects, the authority, represented by Engineering Services Department (ESD) in cooperation with the Ministry of Finance and the Ministry of Administrative Development, Work and Social Affairs has initiated inputting into work new procedures that include the payment of the wages of the labor working in the Authority’s projects which shall be implemented through the following procedures:

• To have a statement from the Ministry of Administrative Development, Work and Social Affairs included in the tender documents submitted to the Authority which stipulates that all the labor wages in this specific company have been paid, and it shall be one of the main standards to technically accept the tenderer.
• To provide Ashghal’s project data to the Ministry of Administrative Development, Work and Social Affairs in order to have the Ministry follow up on the labor wages payment procedures
• To issue a certificate from the Qatar Credit Information Center regarding the financial status of the bidder company stating the level of its commitment to the banks and stakeholders.
• To include in the contractor’s classification conditions a certificate from the Ministry of Administrative Development, Work and Social Affairs regarding the labor wages payment upon which they will be annually evaluated.

To summarize, these procedures were put into practice in the context of Ashghal preserving the rights of the labor working in Ashghal’s projects. In addition, Ashghal shall, in coordination with the Ministry of Administrative Development, Work and Social Affairs and other competent parties, follow up on the execution of these tasks in the future to ensure its application and effectiveness.
