As per the ministry, restaurants placing such requirements obliges customers to pay more than they intend to and order items they do not wish to; thus, the regulation implemented is to ensure consumer freedom.
In an article by the Al Sharq newspaper, a restaurant owner expressed that the ministry decision is logical to allow customers to have freedom of expenditure and it would also be harmless to restaurant owners as the market circumstances are better and businesses can sustain without such requirements.
