A law issued recently (No 9 of 2009) gives powers to the Ministry of Economy and Finance to make additional budgetary outlays for expenditure under some heads which are not included in the annual state budget, and also makes the nomenclature of the ministry of economy and finance legal. The legislation replaces a law that was issued in 1989, under which the finance ministry was known as the ministry of finance and petroleum. The new law, however, specifies that for allocations for extra expenditure outside the ambit of the annual state budget, the Cabinet will be required to forward the proposal to The Emir for his endorsement and only then can the outlays be considered legally valid.
