Ministry of Municipality and Environment conducts first Annual Planning Forum

H.E. Minister of Municipality and Environment Eng. Abdullah bin Abdulaziz bin Turki Al Subaie affirmed that governmental institutions are facing many challenges, the most prominent of which is the blockade imposed on the state, and the coronavirus (COVID-19) pandemic, and they are, at the same time, required to be distinguished and always prepared to work in light of these challenges, as well as confront them and turn them into opportunities, especially in light of the preparations to host the 2022 World Cup, which requires concerted efforts for this global event.

In his speech during the opening of the first annual Planning Forum, which was launched via video conferencing, with the participation of all sectors in the Ministry, H.E. said that the current stage calls for a transformation in the management of the business that is done, through good planning for the future, based on results to reach the strategic objectives.

This annual forum is the first of its kind to build effective communication channels between the Ministry's leaders to discuss their ambitions in order enhance institutional effectiveness, exchange ideas, and opinions in the process of enhancing the mechanisms used to improve the satisfaction of the beneficiaries of the internal and external public, he explained.

In conformity with the directions of H.E. Prime Minister and Minister of Interior Sheikh Khalid bin Khalifa bin Abdulaziz Al-Thani, in keeping pace with Qatar National Vision 2030, it was necessary to develop the strategic plan of the Ministry of Municipality and Environment and to achieve this goal, he said, adding that the Ministry, with the help of experts and specialists from various sectors, began to develop its strategic plan in cooperation with one of the international consultancy firms specialized in the field of formulating strategic plans.

H.E. stressed that the forum represents an effective tool for decision-makers to find out the rapid internal and external changes of the Ministry in the various urban, agricultural, environmental, and service sectors, and to identify the gaps and difficulties that hinder the achievement of the strategic vision, mission and goals of the Ministry, in addition to preparing plans, projects, and policies that contribute to evaluating the course of implementing strategic plans for sectors and departments, through performance measurement indicators for all administrative units in the ministry, that conforms with the National Development Strategy of the State of Qatar for 2018-2020, and Qatar National Vision 2030.

Excellence in performance is the way to achieve goals and to achieve this, the Qatari cadres must be built through education, qualification, training, and refining of their skills, in addition to hiring Qataris for jobs with national competencies, as this is one of the major priorities at the Ministry, he said, pointing out some important strategic projects that have been planned to be relied on in developing services strategically, especially in the field of the partnership between the public and private sectors.

H.E. the Minister of Municipality and Environment reviewed a number of the Ministry's projects in the fields of urban planning affairs, municipalities, public services, agriculture, fisheries, environment, and shared services.

H.E. Al Subaie said that the Ministry of Municipality and Environment is working on providing its services for citizens and residents, as well as to the public and private sectors through several access points and in various sectors, as there are more than 450 services, noting the necessity of uniting efforts to work as a single system and not as separate organizational units, to improve work performance in the services provided to the public.

He pointed out that the use of technology is considered one of the most significant advanced ways to implement the ministry's strategy and achieve its mission, vision, and goals, and it also contributes very effectively to developing services and raising the level of service provided to the public and beneficiaries, to be accessible to all around the clock.

H.E. Minister of Municipality and Environment Eng. Abdulla bin Abdulaziz bin Turki Al Subaie added that as part of its concern for the public, the Ministry is keen to measure the satisfaction of beneficiaries by launching customer satisfaction questionnaires in various sectors, and it also makes internal questionnaires to measure the satisfaction of the internal public (employees) with the services provided by the supporting departments such as the Human Resources Department, the Financial Affairs Department, the Administrative Services Department, the Information Systems Department, and the Training Department, because the human cadre in the Ministry is the basic element in the development, creativity and innovation processes.

H.E. the Minister explained that one of the most important achievements of this strategy is that it implanted an institutional culture of strategic planning and government action in the context of specific development goals and directions, in addition to that it will stimulate the mentality of performance management, which contributes to building human and technical capabilities to achieve the Ministry's mission and vision. He stressed that the implementation of the desired ambitions cannot be achieved without effective governance procedures for the system of procedures followed and strengthening the principle of transparency and accountability.

At the end of his speech, H.E. the Minister of Municipality and Environment praised the hard and diligent work of all employees of the Ministry, calling for maintaining the distinguished giving and looking optimistically for a bright future, thanking all government agencies involved and cooperated in preparing the strategic plan.

Eng. Yousef Ahmed Janahi, Director of Planning and Quality Department and General Coordinator of the First Annual Planning Forum of the Ministry of Municipality and Environment, confirmed that the main objectives behind holding this forum are to create a common vision for the future of the Ministry during the five-year plan period in light of the approved long-term vision and the national strategy of the state and to provide the opportunity for senior officials to present their plans for an open and honest discussion, review and comment on them in the interest of the Ministry, in addition to discussing related issues and explore and exchange solutions.

He said during a visual presentation at the opening session of the forum's activities, that this forum also aims to establish a baseline to enable subsequent annual forums to focus in particular on updates and changes to the operational plans that were presented in the previous planning cycle and to provide the Planning and Quality Department with the revised executive plans in light of the forum's deliberations to include the general plan of the Ministry.

Janahi praised the vision of the Ministry of Municipality and Environment, which is "to improve the quality of life to achieve the Qatar National Vision 2030", and its mission, which is "excellence in providing services and optimal planning for cities while preserving the environment and natural resources, and achieving food security for current and future generations."

He reviewed the values of the Ministry of Municipality and Environment represented in: beneficiary first, excellence and entrepreneurship, social responsibility, transparency, and institutional affiliation.

He also touched on the long-term strategic goals and aspirations of the Ministry, which are preserving a sustainable environment, achieving food security, maintaining environment-friendly cities with healthy and beautiful green facilities, raising the level of ease of living and quality of life, and providing excellent services through multiple channels.

The first session of the forum today included a presentation of the main plans, projects, and activities of the Urban Planning Affairs Sector, where Assistant Undersecretary of the Ministry Eng. Fahd Muhammad Al Qahtani presented the work plan of the Urban Planning Affairs Sector, and the managers of the departments of the sector, namely (urban planning - land and survey - expropriation - infrastructure planning infrastructure - state property) by presenting their department's business plan, separately.
