We've reported mid of this month that the exit permit reform in Qatar will come into force from October 28 according to a statement from the Joint Coordination Committee between the Ministry of Interior (MOI) and the Ministry of Administrative Development, Labour & Social Affairs.

And today, Law No. 13 of 2018, which amended certain provisions of the Law No. 21 of 2015 regulating the entry, exit and residency of expatriates, is officially implemented by MOI Qatar.

As per the amendment, the expatriate workers that come under the Qatar Labour Law can leave the country without obtaining a prior permit, while the employer can restrict up to 5% of his workforce to obtain a prior consent because of the nature of their work.

The Ministry also urged the employers to register the name of employees who will require prior approval before leaving the country due to their nature of work.

The percentage of such workers shall not exceed 5% of the total number of employees. It should be submitted to the ministry through the online platform, which has been launched on the Ministry's website which you can access HERE.

Moreover, the expatriate workers, who are unable to leave the country for any reason, can approach the Expatriate Exit Grievance Committee, which will look into the complaint and take a decision within three working days.
