The State of Qatar, represented by the Ministry of Foreign Affairs, and the United Nations, represented by the General Secretariat and its subsidiary organs, on 2 March 2023, signed in Doha an agreement on the administrative arrangements for the establishment of the UN House in the State of Qatar, which would regulate the administrative issues of the UN House so that UN offices could start their work at the headquarters.

H.E. Permanent Representative of the State of Qatar to the UN Sheikha Alya Ahmed bin Saif Al-Thani signed the agreement on the part of the State of Qatar, while the UN was represented by representatives of the General Secretariat and offices and subsidiary organs.

The headquarters contributes to strengthening the partnership between the State of Qatar and the UN, specialized agencies and other organizations at the international multilateral level. It also focuses on the State of Qatar's cooperation with the UN, and facilitates the establishment of more offices in the future.

The cabinet meeting held on Wednesday, 1 March 2023, witnessed the approval of a draft administrative arrangement for the establishment of the United Nations House in the State of Qatar.

Dating back to 2021, His Highness the Amir of Qatar announced in a speech about the opening of the United Nations House in Doha soon after Doha became the capital of international multilateral action in the region.

Furthermore, the decision came due to the distinguished relationship between Qatar and the international organization, along with the close cooperation and exemplary partnerships between them.

Within the same speech in 2021, His Highness pledged to continue contributing to the support of the United Nations entities, considering that Qatar's bet on international institutions and multilateral cooperation is strategic.

Advisor to the Deputy Prime Minister and Minister of Foreign Affairs, and official spokesperson for the Ministry of Foreign Affairs H.E. Dr Majed bin Mohammad Al Ansari, in a Ministry of Foreign Affairs weekly briefing on 28 February 2023, explained that UN House is a Qatari national initiative to enhance Qatar's position in multilateral work, and as a reliable international partner with the UN in achieving the desired goals in international work in general, especially since Qatar is an old partner of the UN, and the relationship between them is historical, extended and diverse.

He pointed out that the UN House includes 12 offices that differ in their specialization and nature of work, including the UNESCO office, the International Labor Organization, UNICEF, the World Health Organization, and others.
