Doha • There is confusion in the draft of the new sponsorship law about whether the exit permit system would be removed or retained, a local Arabic daily reported yesterday. It quoted the dean of the faculty of law at Qatar University as saying that while Article 18 of the draft says residents cannot travel abroad without permission from the sponsor, Article 47 suggests they can. The dean, Dr Hassan Al Sayed, said the confusion will be removed only when the minister concerned issues executive regulations to enforce the law. All legislations, it may be noted, require supportive bye-laws for implementation. "There is some confusion over whether residents would require exit permit in the new sponsorship regime or not and it (the confusion) would be removed only when the executive regulations have been issued by the minister," said the dean. Article 18 specifies that except housewives and children staying on family visas, all others, including working residents and visitors who are here for more than a month, would require the exit permit. Article 47 says residents can travel overseas temporarily or for good without seeking permission from anyone. The Peninsula
