H.E. Prime Minister and Minister of Interior Sheikh Khalid bin Khalifa bin Abdulaziz Al-Thani chaired Wednesday the Cabinet's regular meeting held at its seat at the Amiri Diwan.

Cabinet praised the speech of H.H. the Amir at the 75th UN General Assembly

Following the meeting, H.E. Minister of Justice and Acting Minister of State for Cabinet Affairs Dr. Issa bin Saad Al Jafali Al Nuaimi issued the following statement:

At the beginning of the meeting, the Cabinet praised the speech of H.H. the Amir Sheikh Tamim bin Hamad Al-Thani at the opening session of the 75th UN General Assembly held via teleconference. The cabinet said the speech was comprehensive and decisive when it came to the State of Qatar's position on various regional and international issues, and in terms of the principles required to resolve global challenges and the region's crises.

The cabinet expressed its appreciation of H.H. the Amir's policy regarding the unjust blockade imposed on the State of Qatar, as H.H. the Amir stressed in the speech that the country is moving forward in all fields three years following the start of the blockade. His Highness added that during that time, the country enhanced its international participation and stuck to its principles of respecting international law and the UN charter, as well as rejecting interference in its internal affairs and reiterated its commitment to a dialogue with no preconditions that serves mutual interests and respects sovereignty as the basis for resolving the crisis.

The cabinet highlighted the State of Qatar's commitment to the Palestinian cause, which was evident in the speech of H.H. the Amir. The cabinet expressed its hope that the international community would respond to H.H. the Amir's invitation to the international community, especially the Security Council, to assume its legal responsibilities to obligate Israel to lift the siege on Gaza Strip, put the peace process back on track through credible negotiations based on the international resolutions and not on force, to address all final status issues, ending occupation within specified timeframe and establishing an independent Palestinian state within 1967- borders with East Jerusalem as its capital, and to end the Israeli occupation of all Arab territories.

The cabinet also praised H.H. the Amir's call for stronger international cooperation in combatting challenges related to epidemics, the climate, and the environment, as well as issues related to poverty and achieving peace and security. The cabinet also endorsed the announcement of HH the Amir on enhancing partnership with UN agencies in the field of counter-terrorism.

The cabinet expressed appreciation for the participation of HH the Amir in the High-Level Meeting of the General Assembly to Commemorate UN's 75th Anniversary. H.H. the Amir's speech focused on ways to reform the UN in order to enable to best address the unprecedented global challenges. It also addressed the political declaration adopted by the UN, which the State of Qatar in partnership with the Kingdom of Sweden took charge of the task of facilitating negotiations on its content.

Covid-19 Updates

Then, the Cabinet was briefed by H.E. Minister of Public Health on the latest developments in efforts to curb Coronavirus (COVID-19). The Cabinet affirmed the continuation of work with the precautionary measures taken to combat the pandemic.

Based on the directives of H.E. the Prime Minister and Minister of Interior on providing the Council of Ministers with plans related to the competencies of ministries and other government agencies, public bodies and institutions, including all implementation programs and projects, the specified timetable for completion as well as standards and indicators for measuring performance progress in line with the comprehensive development vision, Qatar National Vision 2030, in addition to highlighting any partnership projects between the public and private sectors, if any.

H.E. Minister of Administrative Development, Labor and Social Affairs gave a presentation on the strategic plan for the Ministry of Administrative Development, Labor and Social Affairs.

The plan includes the following:

The Ministry of Administrative Development, Labor and Social Affairs seeks to upgrade government performance, control, activate and develop labor market performance, and ensure the well-being and stability of society in order to realize the Qatar National Vision 2030, by supervising the implementation of legislation regulating the Ministry's areas of work and implementing international standards in the fields of administrative development, labor and social affairs, and using the best techniques and professional expertise, in cooperation with government agencies, professional associations, regional and international organizations and institutions working in the same field.

Key and intermediate sectoral results:

1. Institutional development and services sector:

Key result: modern public sector institutions that provide excellent public services and achieve financial sustainability.

A coherent and flexible government organization that meets the requirements of development.

Key result: a competitive job market that enables all residents of Qatar to participate in development, build a prosperous society, and meet the needs of the current generation without compromising the needs of future generations, through effective participation of those working in the labor market, achieving high productivity, attracting and retaining highly skilled workers; and a modern and transparent information system that provides data on the supply and demand sides of employment and training.

The total projects of the Ministry's strategic plan that emanate from the Second National Development Strategy reached 27 projects, including 6 projects in the fields of administrative development, 10 projects in the labor fields and 11 projects in the fields of social affairs. In addition, the Ministry is implementing 26 projects in the field of technical cooperation with the International Labor Organization, and 27 measures in the field of population policy.

Among these projects are the following:

  1. A project to describe, classify and arrange public jobs.
  2. A project to activate quality standards for institutional performance in government agencies to assess and monitor the performance of the government sector.
  3. A project to enable government agencies to prepare their own regulatory work guides.
  4. A project to develop mechanisms and policies to stimulate and attract competencies in the government sector.
  5. A project to prepare government scholarship plan.
  6. A project to localize jobs in the private sector.
  7. A project to describe and classify foreign workers according to the skill level.
  8. A project to develop mechanisms for recruiting foreign workers.
  9. A project to implement minimum wages.
  10. A project to strengthen wages protection system.
  11. A project to unify electronic system for social protection.
  12. A project to expand the partnership between state institutions, civil society and the private sector.
  13. A project for rehabilitating and employing social security pension beneficiaries for those of working age for the labor market.
  14. Community markets project.
  15. A project to strengthen and develop social development centers.
  16. A project for preparing and developing a national strategy for the family.
  17. A project to support the initiatives of civil society organizations with a social impact.
  18. A project to establish and develop an electronic platform for volunteers.

Other Updates

Then, the Cabinet considered the topics on the agenda as follows:

First: The Cabinet approved a draft decision by the Minister of Justice to issue a training list at the Center for Legal and Judicial Studies.

Second: It gave approval for the necessary measures to be taken to ratify an agreement between the Government of the State of Qatar and the Council of Ministers of Albania regarding the abolition of visa requirements for holders of diplomatic and special passports.

Third: The Cabinet approved:

1- A draft agreement on the abolition of visa requirements for holders of diplomatic, special and service passports between the State of Qatar and the Kingdom of Spain.

2- A draft memorandum of understanding (MoU) and cooperation in the field of agriculture and food security between the Ministry of Municipality and Environment of the State of Qatar and the Ministry of Agriculture, Food Industry and Melioration in the Kyrgyz Republic.

Fourth: The Cabinet reviewed the semi-annual report on the work of the Permanent Water Resources Committee during the period from January 1 to June 30, 2020, and took the appropriate decision in this regard.

This Committee's responsibilities include proposing policies and strategies related to water resources in line with the comprehensive development plans in the country while considering sustainability and environmental preservation, and approving the plans, programs and projects related to the management and development of water resources submitted by the authorities concerned with managing those resources, in addition to determining priorities for water resources development projects, proposing implementation programs for them, and following up the implementation of programs, projects and studies related to water resources.
