How to file complaints on MADLSA’s Uni­fied Platform for Complaints and Whistleblowers

The Ministry of Administrative Development, Labour & Social Affairs (MADSLA) on 24 May 2021, launched the first phase of the Unified Platform for Complaints & Whistleblowers. Through the electronic platform, citizens, expatriates, and establishments can file a complaint against entities subject to the provisions of Qatar Labour Law No. 14 of 2004 and the Domestic Workers Law promulgated by Law No. 15 of 2017 or the entities that the Ministry of Administrative Development, Labour and Social Affairs regulates their business.

MADLSA’s Uni­fied Platform for Complaints and Whistleblowers allows one to file complaints in two ways.

  • One option allows employees and workers in the private sector in the country, as well as domestic workers, to file complaints as individuals.
  • The second option allows citizens and residents in Qatar to file whistleblower* complaints on general violations of the labour law.

*A whistleblower usually refers to a person who informs people in authority or the public that the company they work for is doing something wrong or illegal. (Oxford Learners Dictionaries)

How to file a new complaint? (as an individual or a domestic worker)

  • This service can be accessed in one of the two ways:
    1. By entering your QID number or visa and your phone number.
    2. Log in via the National Authentication System 'Tawtheeq'.

  • After logging in via the "Submit A Complaint" page, you have to select the type of complaint next and fill in the information.

  • The next step is to fill in the employee information. You can also select the intention to notify the employer or keep the complaint confidential.

  • The next step is to select from the list of complaints ("Demand type") and you also have the option to add notes in the "Comments" too.

  • In the next step, you can also attach the required documents, if necessary. You also have the option to review your complaint details before submitting.

How to file a whistleblower complaint?

  • Next, enter the mobile phone number to receive the verification code and click on "Register" and then type in the verification code and confirm the OTP.

  • Select the subject of the report ("Demand type") from the options listed. You can also add notes in the "Comments" section.
  • You can report employer information by using any of the four ­fields shown in this section, at least one is mandatory.
    • Establishment’s name
    • Establishment’s registration number
    • Workplace address
    • Location on the map

  • You can also attach any related documents in the next step.

  • Next, you can decide to add or withhold your personal information. If your personal information is included, the data will be shared with the Ministry accordingly. Click on "Submit".
