A Police Clearance Certificate (PCC) or good conduct certificate is an official document which is issued by the Criminal Evidence and Information Department (CEID) which is affiliated with the Ministry of Interior. It is most often used to ensure the applicant of the Police Clearance Certificate does not have any criminal record and if the applicant does have a criminal record, the certificate provides all the details.

Who needs a Police Clearance Certificate (PCC)?

It is usually mandatory if the applicant is planning on travelling abroad to study, for immigration purposes, if the applicant is planning on getting married, or applying for a new job, perhaps, in another country and also for commercial activities.

It is also a mandatory requirement when establishing a company, organization or a lawyer’s office, the exchange of companies, for employees of customs clearance, for veterinarians and licensees of independent schools. Whatever the purpose is for your getting a Police Clearance Certificate (PCC), the process is simple and easy if you have all the right documentation.

Whether you are a Qatari or an expat in Qatar, you will need a PCC for any of the above-mentioned reasons.

Note: The prerequisite for a Police Clearance Certificate (PCC) application is a minimum of 6 months stay in Qatar as a resident and a record of your fingerprints in the Ministry of Interior's database system.

Criteria to obtain a PCC for employment

1. For Qataris

  • Completed application form
  • A valid copy of your Qatar ID
  • Offer letter from the employer addressed to the Director of CEID
  • No objection letter certificate from the previous employer (if applicable)
  • Academic qualification certificate
  • 2 photographs (4 x 6 cm)

2. For expats in Qatar

  • Completed application form
  • A valid copy of your Qatar ID
  • Offer letter from the employer addressed to the Director of CEID
  • No objection letter certificate from the previous employer (if applicable)
  • Sponsorship transfer application attested by the General Directorate of Border Passports and Expatriates Affairs (for men)
  • A letter of vacancy of the party in the event of resignation (for women)
  • PCC from your country or embassy attested by the Ministry of Foreign Affairs and all concerned authorities of your country
  • Academic qualification certificate
  • 2 photographs (4 x 6 cm)

Note:

  • Residents who were born in Doha do not need Police Clearance Certificate from their home country with the completed application form provided that they bring a copy of their birth certificate.
  • Residents who entered Qatar before the age of 16 years do not need a Police Clearance Certificate from their home country provided they bring a copy of their passport that includes the date of their first entry into Qatar when they apply.

Criteria to obtain PCC for education and immigration

1. For Qatari citizens

If you are in Qatar, you need

  • A valid copy of your Qatar ID
  • 2 photographs (4 x 6 cm)

If you are not in Qatar, you can:

  • Apply personally when you are in the country.
  • Send a representative who has a power of attorney that states that the person will act on your behalf in obtaining the PCC. In this case, along with the power of attorney, your representative will need to bring a valid copy of your Qatar ID card.
  • Pay a visit to your nearest Qatar Embassy with your valid Qatar ID card and 2 photographs (4 x 6 cm), along with a letter stating why you need the Police Clearance Certificate (PCC).

2. For expats in Qatar

If you have been living in Qatar for over six months, you

  • Must apply personally.
  • Can send a representative who has a power of attorney that states that the person will apply on your behalf in obtaining the Police Clearance Certificate with the documents given in the 'Required documents' section below.

  • Completed application form
  • A valid copy of your Qatar ID
  • A valid copy of your passport
  • Full addresses and time period of stay of all the places you have resided in Qatar
  • Original fingerprint document certified/attested by your country’s embassy
  • Police Clearance certificate from your country or embassy attested by the Ministry of Foreign Affairs and all concerned authorities of your country
  • Sponsor letter from the company
  • 2 photographs (4 x 6 cm)

For expats who have left Qatar

If you are an expat who has left Qatar, but once lived in Qatar for over six months, you can:

  • Visit Qatar (on visa on arrival or a pre-approved visa) and apply personally with the documents given in the ‘Required documents’ section.
  • Send a representative who has a power of attorney stating that person will apply on your behalf to obtain the Police Clearance Certificate certified by the court and the competent authorities in the applicant's country, Embassy of the State of Qatar and the Ministry of Foreign Affairs, along with the documents given in the ‘Required documents’ section.
  • Pay a visit to your nearest Qatar Embassy with the documents given in the ‘Required documents’ section.
  • Apply through mail/post to the Criminal Evidence and Information Department (CIED) in Qatar with the documents given in the ‘Required documents’ section.

  • Police Clearance Certificate from your country or embassy attested by the Ministry of Foreign Affairs and all concerned authorities of your country.
  • Letter with the reason for which you need the Police Clearance Certificate.
  • 3 photographs (4 x 6 cm)

Note:

As per the MOI:

  • Residents who were born in Doha do not need Police Clearance Certificate from their home country with the application, provided that they bring a copy of their birth certificate.
  • Residents who entered Qatar before the age of 16 years do not need PCC from their home country provided they bring a copy of their passport that includes the date of their first entry into Qatar when they apply.

Criteria to obtain a PCC for marriage, company or lawyer’s office establishment, customs clearance, veterinarian license or obtaining the license for an independent school

  • Completed application form
  • A valid copy of Qatar ID
  • A valid copy of your passport
  • Full addresses and time period of stay of all the places you have resided in Qatar.
  • A letter from the competent authority to which you belong addressed to the Director of the Criminal Evidence and Information Department.
  • Original fingerprints document certified/attested by your country’s Embassy
  • PCC from your country or embassy attested by the Ministry of Foreign Affairs and all concerned authorities of your country.
  • Sponsor letter from the company
  • 2 photographs (4 x 6 cm)

Note:

How to get a Police Clearance Certificate in Qatar online

    Ministry of Interior website

    To apply for the Police Clearance Certificate through the Ministry of Interior website, follow the procedure below. You must own a smart card Qatar ID to use this service:

    1. Click on https://eservices.moi.gov.qa/eservices-portal/pages/services.xhtml
    2. Scroll down and click on 'General Services'.
    3. Click on the to the 'Good Conduct Certificate'.
    4. Log in, fill in your details.
    5. Upload the required documents and submit.
    6. Enter the debit/credit card information to make the fee payment and submit.
    7. You will receive an SMS with a link from where you can download the payment receipt.

    To check the status of your Police Clearance Certificate, follow the procedure below:

    1. Click on https://eservices.moi.gov.qa/eservices-portal/pages/services.xhtml
    2. Scroll down and click on 'General Services'.
    3. Click on the to the 'Certificate of Good Conduct Inquiry'.
    4. Log in, fill in your details and submit to find out what the status of your Police Clearance Certificate is.
