According to the United Kingdom's Secretary of State for Transport, Qatar is one of the countries added to its list of travel corridors. Travellers coming from Qatar are exempted from quarantine starting Saturday 4 am, November 14, 2020.
On the UK government website, it says that:
"You do not need to self-isolate if you’re travelling to England from one of the countries, territories, or regions listed. You must have spent the last 14 days in one of these places, or in the UK."
If you visited somewhere that is not on the list in the 14 days before your arrival in England, you will need to self-isolate. Visiting includes making a transit stop.
