Discover Qatar announced on October 13 that the quarantine requirements have now been extended to 31 December 2020 arrivals.

UPDATE August 2, 2020:

Qatar Red Crescent Society has partnered with the Ministry of Public Health to prepare and furnish a quarantine facility to enable domestic staff, company-sponsored and other workers to return to Qatar, and complete a mandatory 14 night quarantine period. The sleeping arrangements are in male or female segregated accommodation.

During the announcement of Qatar's gradual lifting of restrictions which will start on June 15, it was mentioned that travelers who will be taking essential trips out of Qatar during the first phase will be required to undergo mandatory 2-week hotel quarantine paid for by the traveler. But many have asked for clarification for the quarantine process for returning residents during the third phase.

Discover Qatar, the destination management division of Qatar Airways and partner of the National Tourism Council posted the following summary of who is currently permitted to arrive into Qatar and what quarantine conditions apply, on its website.

UPDATE June 17:

An update in Discover Qatar's website reads:

Please do not book a Welcome Home Package until you have approval to travel to Qatar.
Until 31 July arrivals into Qatar are only permitted for Qatari Nationals, their travelling companions, those with a Permanent Resident Card or other exceptionally approved Visa holders. From 1 August pre-approved QID resident permit holders will also be able to travel to Qatar. We are awaiting more details from the relevant authorities about the pre-approval process, so please check back regularly for updates.

For Qatari Nationals, their travel companions, those with a Permanent Resident Card or other eligible Visa holders returning to Doha from 15 June - 15 September:

All travellers departing from Qatar will need to book and pay for one of the approved quarantine hotel packages for a period of 14 days, which must be booked before departure from Qatar, if the return date is planned on or before 15 September. Check-in at HIA will not be permitted without a confirmed quarantine reservation, if arrival back into Qatar is before 15 September. Eligible travellers currently outside Qatar will also need to book and pay for one of the approved quarantine hotel packages for a period of 14 days if arriving back into Doha on or before 15 September. Bookings can be made at Qatar Airways Holidays in partnership with Discover Qatar. Only Qatari Nationals, their travelling companions, those with a Permanent Resident Card or other eligible Visa holders, will be permitted to arrive in Qatar before 1 August 2020.

QID holders returning from 1 August - 15 September:
QID holders will not be able to board a flight to Qatar without first receiving authorisation to travel to Qatar, and then by also providing confirmation of a 14-day government-approved welcome home package reservation.

QID holders are advised not to book a quarantine package until approval to return to Qatar has been confirmed. Details of the approval process will be published when the eligibility and guidelines are confirmed by the relevant authorities. Please check back regularly to this page for updates.

These are the new information posted on the Discover Qatar website. Other conditions remain the same (who needs to go into quarantine, flying with other airlines, self-quarantine not allowed)

For Qatari Nationals returning from 15 June – 22 September:

Qatari Nationals will need to book and pay for one of the approved quarantine hotel packages for a period of 14 days, which must be booked before departure from Qatar. Qatari Nationals currently outside Qatar will also need to book and pay for one of the approved quarantine hotel packages for a period of 14 days. Check-in at HIA will not be permitted without a confirmed quarantine reservation, if arrival back into Qatar is before 22 September. Bookings can be made on this page. Only Qatari Nationals will be permitted to arrive in Qatar before 1 August 2020.

What if I am planning to return to Qatar after 22 September?

We recommend that you wait until closer to your planned date of arrival into Qatar before confirming your return travel plans, in case any of the quarantine requirements have changed.

Can all QID Holders return on 1 August?

No, only QID holders from selected “low risk” countries will be permitted to travel from 1 August, and pre-authorisation to enter Qatar will be required for all QID holders. Further details and a list of approved “low risk” countries will be provided when available.

What if my Qatar ID has expired?

If your QID has expired while you have been outside of Qatar you may be permitted to re-enter Qatar to renew your QID, after you been approved to travel and have successfully completed your 14-day quarantine.

UPDATE June 10:

Discover Qatar has removed its FAQ which contains the details posted below. They have also posted the following statement on the link:

"Welcome home with Discover Qatar – information on booking your hotel for mandatory quarantine is currently being updated. Further information will be available within the next 24 hours."

Who needs to go into quarantine upon arrival into Qatar?

All permitted arrivals into Qatar must go into Government approved quarantine for a 14-day period upon arrival into Qatar.

For Qatari Nationals returning prior to 14 June:

Upon arrival, Qatari Nationals will be placed into Government provided and funded quarantine hotels for a period of 14 days. No advanced reservation is required and hotels and transport will be allocated upon arrival at HIA.

For Qatari nationals returning from 15 June - 31 August:

Qatari Nationals will require a confirmed flight ticket, and a confirmed self-funded quarantine hotel reservation, which can be booked and paid for with Discover Qatar. These packages will go on sale from Sunday 14 June, and can also be booked upon arrival into Qatar at HIA. Only Qatari Nationals will be permitted to arrive in Qatar until 1 August 2020.

Qatari Nationals and QID holders returning from 1 - 31 August:

All Qatari Nationals and Qatar Resident Permit Holders (QID) will require a confirmed flight ticket, a valid QID, and a self-funded confirmed quarantine hotel reservation booked with Discover Qatar. You will not be able to board your flight to Qatar without providing confirmation of your 14-day quarantine package.

For anyone who is planning on returning to Qatar after 31 August:

For those planning to return during the fourth phase, Discover Qatar recommends that you wait until closer to your planned date of arrival into Qatar before confirming your travel plans, in case any of the quarantine requirements have changed.

Can I self-quarantine at home?

No, as per the Ministry of Public Health regulations, the 14-day quarantine is required at an approved and designated quarantine hotel.

Can I fly with an airline other than Qatar Airways?

Yes, but the same entry conditions will be present for Qatari Nationals and QID holders.

If I have already had a positive test for Covid-19, can I travel?

No, once you have recovered and tested negative you can travel, by adhering to the entry and quarantine requirements already outlined.
