Coronavirus (COVID-19) treatment with plasma shows positive results: HMC

HMC has started using blood plasma to treat some COVID-19 cases at its Communicable Diseases Centre (CDC). CDC Medical Director Dr. Muna Al Maslamani said in remarks to QNA that the use of plasma has emerged in the treatment of some diseases since many years as it was used in the treatment of diseases such as SARS; the Middle East Syndrome and the swine flu (H1N1) and the results were variable in the recovery of those cases. She added that with the spread of the novel coronavirus (COVID-19), the plasma taken from people who recover from the disease is used to treat critical conditions confirmed to be infected with the virus. She also explained that the results of some cases, who received plasma treatment, were better than some other cases that were given the same treatment technique, pointing out that the results are mixed.

Qatar continues providing aid to hundreds of Palestinians in Gaza's health quarantine centers

His Excellency Chairman of Qatar's Gaza Reconstruction Committee Ambassador Mohammed Al Emadi said Wednesday that the committee, and in coordination with Qatar Fund for Development will continue to provide aid to hundreds of Palestinians in Gaza's health quarantine centers.

His Excellency said that the aid includes providing daily meals and water to those isolated, in addition to basic electronic appliances and furniture. He added that the committee gave meals to hundreds of families that undergoing the health quarantine and to families in need.

Qatar records 9 new recovered cases, 392 new confirmed cases of COVID-19

The Ministry of Public Health (MoPH) today announced the registration of 392 new confirmed cases of coronavirus (COVID-19) and the recovery of 9 cases of the virus, bringing the total number of people to have recovered from coronavirus (COVID-19) to 415.

Some of the new cases of COVID-19 are due to people being in contact with existing cases among citizens and residents and a number of the new cases are among migrant workers. Some cases of the virus were discovered among citizens and residents who contacted health authorities after experiencing symptoms of inflammation in the respiratory system. The new infected cases have been placed under complete isolation and they are receiving necessary medical care.

The Ministry of Public Health stated that the increase in the number of confirmed new cases of COVID-19 is due to the Ministry's success in tracking the transitional chains of the virus and expanding the surveillance process. This is in addition to conducting extensive investigations of groups of contacts who were suspected of contracting the disease. These steps have contributed to the early detection of many cases and helped to reduce disease outbreaks.

Ministry monitors three violating companies for not following precautionary requirements

The Ministry of Administrative Development, Labor and Social Affairs (MADLSA) announced that three contracting and construction companies were found responsible for violating, at a worksite in the Pearl, health and safety policies and measures that should be followed when workers enter buses as well as not keeping precautionary distances and overcrowding inside the bus.

In coordination with the security authorities, necessary measures were taken against the engineers responsible for the site and they have been referred to further investigation, the MADLSA said in a statement today.

Minister of Public Health meets recovered patients to talk about their coronavirus (COVID-19) experience

Her Excellency (H.E.) Minister of Public Health Dr. Hanan Mohammed Al Kuwari met Wednesday with two patients who recently recovered from coronavirus (COVID-19).

H.E. the Minister met with Faisal Al Athba, a 40-year old Qatari citizen who recently recovered from the disease. He spoke about his experience with the disease and treatment, saying he was one of the first patients to donate blood plasma in the newly-dedicated clinic at the Communicable Disease Centre. The blood would have anti-bodies that could help patients who are still trying to recover from the virus.

H.E. the Minister also met with Juan Micao, a 39-year old Filipino citizen who works in a bank. He said that he could have gotten the virus while on holiday at the beginning of March. He said that after arriving to Qatar on 11 March, he began feeling symptoms such as cough and sore throat. He said that he followed through on the advice of his book and headed to Al Khor Hospital to carry out the test, which came back positive. He was admitted into Hazm Mebaireek General Hospital for treatment and monitoring that took two weeks, after which he recovered and left the hospital.

QFA suspends football events, matches until 30 April 2020

The Qatar Football Association (QFA) announced that based on the circular issued by the Qatar Olympic Committee No. 9 for the year 2020, it will extend the suspension of all local sporting activities from April 15 until April 30. The QFA has decided to stop all football matches, which include the Amir Cup, QNB Stars League, Second Division League, QatarGas League and Ooredoo Cup for the season 2019-2020 in addition to other local football competitions that are organised by the QFA until April 30.

This decision comes within the framework of the efforts and measures taken by the state to limit the spread of the coronavirus (COVID-19) in order to ensure the safety of players, fans and administrative staff.

GCO statement in response to Amnesty International’s allegations on repatriated workers

Qatar made clear to Amnesty International why certain workers were repatriated: During routine inspections as part of the government’s coronavirus (COVID-19) control measures, officials uncovered individuals engaged in illegal and illicit activity. This included the manufacture and sale of banned and prohibited substances, along with the sale of dangerous food goods that could seriously threaten the health of people if consumed. The individuals were repatriated to their country of citizenship in accordance with Qatar’s legal system. The discovery of illegal activities preceded the Industrial Area public health quarantine.

Cabinet decides to extend precautionary measures for two more weeks to combat COVID-19 outbreak

His Excellency Prime Minister and Minister of Interior Sheikh Khalid bin Khalifa bin Abdulaziz Al-Thani chaired Wednesday the regular Cabinet meeting through video conference technology. Following the meeting, H.E. Minister of Justice and Acting Minister of State for Cabinet Affairs Dr. Issa bin Saad Al Jafali Al Nuaimi issued the following statement. At the beginning of the meeting, the cabinet was briefed by HE Minister of Public Health on the latest developments of efforts to contain Coronavirus (COVID-19), the cabinet stressed the importance of adhering to the precautionary measures taken to combat the epidemic.

The Cabinet also decided the following:

First

Extending work with decisions issued on:

  1. limiting the number of employees present at the headquarters of governmental institutions.
  2. limiting the number of employees present at the headquarters of private-sector organisations.
  3. Public and Private-sector employees work for six hours a day, from 7 AM to 1 PM.
  4. All meetings held between employees of the public and private sectors present at their place of work should be distanced meetings using modern technology.
  5. Suspending home cleaning services provided by cleaning and hospitality companies.
  6. Limiting the number of employees transferred by bus to half the capacity of the vehicle, while adhering to the necessary precautionary measures.
  7. Continuing intensified inspection visits made by the Ministry of Commerce and Industry to supermarkets and restaurants to ensure they adhere to the health conditions and precautions, including safe distancing measures between shoppers.

Second

Extending the exemptions approved by the cabinet.

Third

The decision is applicable from Thursday Apr. 16, 2020 and for two weeks, during which a re-evaluation will be made to take the appropriate decision.

Other topics on the agenda

Afterward, the cabinet considered the topics on the agenda as follows:

First: approving a draft policy for water security and water strategy in Qatar.
Second: approving a draft cabinet decision to amend exemptions to some documents stated in the Electronic Transactions and Commerce Law issued in decree law no. 16 of 2010. The draft decision comes in the framework of enhancing electronic services and activating the E-cheque service.
Third: Approving the following:

  1. A draft Memorandum of Understanding (MoU) in the field of youth and sports between the Government of Qatar and the Kingdom of Spain.
  2. A draft Memorandum of Understanding (MoU) between the Ministry of Municipality and Environment of Qatar and the Ministry of Agriculture in the Republic of Kazakhstan on cooperation in the agricultural field.

Fourth: The cabinet reviewed the following two subjects and took the appropriate decision regarding them:

  1. Report (45) on the work of the Qatari National Committee for the Prohibition of Weapons (NCPW) from 1 September to 31 December 2019.
  2. The outcomes of the extraordinary meeting of GCC commerce ministers.

Are workers in Qatar still paid if in isolation, quarantine or receiving treatment for coronavirus (COVID-19)?

If a worker in Qatar is in isolation, quarantine or receiving treatment for coronavirus (COVID-19), he will continue to receive his salary and allowances. This applies to all those workers that are employed in the sectors that have followed governmental instructions to stop their services amid the coronavirus (COVID-19) outbreak in Qatar, according to a tweet by the MADLSA.

The employer can, however, terminate the contract of the worker in the crisis, taking into account Qatar's Labour Law regulations and the terms of the contract.

The employer, in agreement with the worker, may grant an annual or unpaid vacation to cover the period in which he is unable to work or because the company has reduced its services, while continuing to guarantee food and housing.

In the case that the employee abroad is unable to return, the worker has the right to refuse to amend the contract and, in case, the contract is ended , it must be done in compliance with the Labour Laws.

The MoPh announced 197 new confirmed cases of coronavirus (COVID-19) and the recovery of 39 cases of the disease, bringing the total recovery cases in Qatar to 373 cases. Company penalised for not following precautionary requirements

An inspection by the MADLSA has found a contracting company in Al Waab area to be in violation of policies issued by the Ministry to avoid the spread of the coronavirus (COVID-19) in workplaces. The company was found to be disregarding precautionary measures and procedures by not reducing the number of workers transported by buses to half the capacity of the bus.In coordination with the security authorities, the necessary measures were taken against the company's manager and the engineer in charge of the site and they were sent to investigation. The Ministry had, previously, adopted and published a policy of the measures that companies must follow in the workplace and housing to protect workers and prevent the spread of the coronavirus (COVID-19). The Ministry has established a dedicated hotline: +974 40280660 to receive reports of any work place or accommodation violations.

Souq Waqif management says news of shops reopening is fake

The management of Souq Waqif has denied the rumours circulating on social media about reopening its shops as of Tuesday, 14 April. Director of Souq Waqif Mohammed Al Salem said in a statement to Qatar News Agency (QNA) that all the circulating news on social media sites about reopening all shops in Souq Waqif from tomorrow from 7 am until 1 pm are unfounded. He pointed out that what has happened is only calling on foodstuff stores, fast food restaurants (for takeaway) and pharmacies covered by the decision of the Ministry of Commerce and Industry (MOCI, to adhere strictly to the precautionary measures and health safety requirements related to their employees such as sterilisation and wearing gloves and masks, adding this was in the context of preparations for the advent of the holy month of Ramadan.

New center opens to answer queries about government services, education and coronavirus (COVID-19)

MME starts Al Furjan campaign; disinfects residential neighbourhoods

The Ministry of Municipality and Environment implemented Al Furjan Campaign, which is derived from the Ministry's Voluntary Action Initiative Support Committee, where residential neighborhoods were disinfected and cleansed as part of a comprehensive campaign for all municipalities.

These campaigns, in which the specialised agencies of the Ministry participated in cooperation with Qatar Red Crescent volunteers, were part of the efforts of the Ministry of Municipality and Environment to maintain public cleanliness, health and safety of the public, in the framework of the preventive efforts and measures taken by the state to limit the spread of the coronavirus (COVID-19). Qatar Charity distributes 6,000 ready-to-eat meals daily to workers

With the support from benefactors, Qatar Charity, in coordination with the MoPH and the concerned authorities in the country, continue to distribute ready-to-meals, as part of the “Khair Kitchens” initiative. Qatar had distributed 94,000 meals until 7 April, as part of the preventive and awareness campaign to reduce the spread of the coronavirus (COVID-19). Some 6,000 ready-to-meals are distributed daily, in the industrial area and the Quarantine Center in Mukaynis, with the participation of Qatar Charity’s volunteers and supervisors.

Several companies, including Ard Canaan, Popular Kitchens Al Rayyan, Popular Kitchens Al Wakra, Luxury Catering, Mazzraty, and Ghadeer Dairy, support the initiative, in addition to benefactors in Qatar.

MoPH releases guidance for close contact of a confirmed COVID-19 case

The MoPH has just released guidance for close contact with a confirmed COVID-19 case in its official social media channels.

What is a close contact?

A close contact of a COVID-19 case is the one who has a face to face contact for at least 15 minutes or is in the same closed space for at least 2 hours with a COVID-19 case.

If you are a close contact as defined above:

  • Isolate yourself at home or in another facility for 14 days after exposure to the case
  • Stay in a separate room
  • Use a separate toilet that is not used by others
  • Wear a mask when leaving the room
  • Maintain social distancing with others (at least 2 meters)
  • Watch out for fever, cough, sore throat or flu-like symptoms

If you develop symptoms:

  • Call 16000, they will assess you and advice on what to do next
  • Continue to keep yourself apart from other people
  • Wear a mask if you have one
  • Do not travel on public transport, use taxis or ride-shares and do not attend any public places
  • If you are seriously unwell and it is an emergency, call 999 immediately

All other household members should:

  • Maintain social distance from the confirmed case (at least 2 meters)
  • Watch out for fever, cough, sore throat, flu-like symptoms
  • Not be subject to self-isolation unless the close contact (defined above) had or developed symptoms or tested positive for COVID-19.

216 new coronavirus (COVID-19) cases, 20 new recoveries recorded in Qatar: MoPH

The MoPH announced the registration of 216 new confirmed cases of coronavirus (COVID-19) bringing the total number of positive cases in Qatar to 2728, and stated that 20 more people had recovered from the virus, bringing the total number of people that recovered in Qatar to 247. Some new cases were related to travellers who came to Qatar; some were related to contacts and others were due to people having contact with recently diagnosed citizens and residents who had the coronavirus (COVID-19). The new cases were put into quarantine and were receiving the necessary medical care. The MoPH also conducted laboratory tests for 2,412 people, bringing the total number of coronavirus (COVID-19) tests to 47,751.

Hazm Mebaireek General Hospital bed space increased to 267

HMC increased the capacity of Hazm Mebaireek General Hospital to 267 beds to support its capabilities in providing high-quality medical care after it was recently designated as a treatment facility for people infected with coronavirus (COVID-19). The number of beds in the hospital, which opened in 2018, has increased from 118 to 267 beds in a short period, as hospital teams have expanded the specialized facility to enhance its capabilities to treat patients with coronavirus (COVID-19) while the medical staff received adequate training to treat these cases. Executive Director of Hazm Mebaireek General Hospital Hussein Al Ishaq said that designating the hospital as a treatment facility for those infected with the coronavirus (COVID-19) has led to increasing its capacity.

Hotline by the National Human Rights Committee is launched

The National Human Rights Committee (NHRC) launched yesterday its hotline (8002222) to ensure the provision of integrated and continuous services, as part of precautionary and preventive measures to limit the spread of Coronavirus (COVID-19). The hotline covers five languages that serve a large segment of the country’s committees, Arabic, English, and Urdu, which in turn covers the Indian, Nepalese and Sri Lankan languages, as well as the Filipino and Swahili languages.

MoPH announces 136 new coronavirus cases and 21 new recoveries

The MoPH Qatar announced the registration of 136 new confirmed cases of coronavirus (COVID-19) and announced the recovery of 21 cases of the disease, bringing the total number of people recovered in Qatar to 227.

"Conscious" campaign launched by the Ministry of Labour

The "conscious" campaign was launched by the MADLSA on 5 Aprilto educate employers as well as expatriate workers on various procedures in different languages. H.E. Lolwah Al Khater, the Spokesperson for the Supreme Committee for Crisis Management, drew attention to some examples that are taken in this framework, including continuous communication with labor representatives of different communities and with different embassies in Qatar, and the adoption of a policy to protect workers and reduce the spread of the coronavirus (COVID-19), in addition to preparing a basic information document for employers, and the production of awareness films in different languages, as well as the continuous cooperation with the MoPH through continuous checks and the allocation of facilities, expansion and increase the capacity for receiving patients.

Concerning hotlines and complaints at the MADLSA, H.E. said that the Ministry provided a hotline to receive complaints, which received more than 10,000 calls, including 8,590 calls from employees on inquiries and others, and 1,633 calls from employers. She added that the number of complaints reached 1,328, of these, 742 complaints were dealt with and 586 complaints under reviewing, stressing that all this is in the interest of the employers and employees as well.

Updates on ports, government call center, quarantine and business violations

Latest COVID-19 statistics: 72% from quarantine, 90% of cases mild, 86% of infected are male

H.E. the Spokesperson for the Supreme Committee for Crisis Management Lolwah Al Khater gave an explanation about the evolution of the number of COVID-19 cases in the Qatar according to the date of the testing, where she made it clear that the committee's last press conference explained the reason for the rise of the indicator at some points due to a set of reasons, particularly the discovery of transitional chains in some areas between expats and the return of many travelers to Qatar, as many of them were infected with the virus. She pointed out that the graphs showed during last week the percentage of infection at the quarantine was much more than the percentage of infection outside the quarantine, which means that the cases discovered inside the quarantine are still much higher and constitute 72% of the cases discovered, adding that the percentage of infections outside the quarantine has risen to 26% compared to 16%from last time. She added that the information about 2% of cases were still not available and they would be updated.

H.E. Al Khater explained that the increase of infections percentage within the community was due to the increase of the percentage of testing, which is a healthy thing, pointing out that part of the infections is due to the lack of commitment of individuals to the precautionary measures, calling on everyone to adhere to all these procedures for their safety and their families as well. Her Excellency pointed out that the graphs of the degree of infections were very reassuring as 905 of the cases were mild, adding that the cases of recovery were increasing, while the risk ratio and serious cases of infection were estimated at approximately 25 with about 20 cases that had left intensive care and 37 cases were still in intensive care.

Concerning the recorded six deaths, she explained that the main cause of death for two of the six cases was not coronavirus (COVID-19 infection, but other causes, as both cases were old and had chronic diseases. She added that the direct cause of death of the other four cases was coronavirus (COVID-19) infection.

She pointed out that 86% of infected people are male, and 14% are female.

Regarding recovery cases, she explained that more than 77% of recovery cases were male and 22% were female, adding that 37%of recovery cases were between 25 and 34 years old.

EHTERAZ app to be launched to help limit the spread of COVID-19

In a press conference tonight April 9, 2020, held by H.E. Lolwah Al Khater, the Official Spokesperson of the Supreme Committee for Crisis Management it was announced that a new app called "EHTERAZ", meaning "precaution" will be launched SOON for smartphones. The precautionary application that helps us limit the spread of coronavirus (COVID-19) is a result of joint efforts of the state's agencies, headed by the Ministry of Transport and Communications and the Ministry of Public Health.

EHTERAZ is an application for smartphones that uses a GPS feature and Bluetooth to perform various services, and it aims to:

  1. Enhance preventive measures and to limit the spread of COVID-19 in Qatar
  2. Display the latest developments and official statistics related to the coronavirus (COVID-19)
  3. Receive awareness and precautionary instructions issued by the official authorities

Minimum salary required to open a bank account to be removed

In a press conference ton 9 April 2020, held by H.E. Lolwah Al Khater, the Official Spokesperson of the Supreme Committee for Crisis Management, it was announced that the minimum amount needed to open a bank account had been removed to ensure that ALL individuals can open a bank account. Her Excellency announced that in the context of the continuous efforts to mitigate the consequences of the precautionary measures to prevent coronavirus (COVID-19) on everyone in Qatar, it has been decided to provide all the necessary facilities for domestic workers to open bank accounts, including exempting them from the minimum to open the account to facilitate making bank transfers to their countries and families under these difficult circumstances.

H.E. Prime Minister inspects Umm Salal medical isolation complex

H.E. Prime Minister and Minister of Interior Sheikh Khalid bin Khalifa bin Abdulaziz Al Thani visited the medical isolation complex and hospital in Umm Salal, to inspect the readiness of the complex set up by the state within the national implementation plan to combat the novel coronavirus (COVID-19). He was briefed on the medical capabilities and facilities of the complex and the hospital prepared for medical isolation for those infected with the novel coronavirus. The medical isolation complex and hospital has a capacity of 12,500 beds and is equipped with all the necessary amenities, safety, and health requirements.
