Typically you'd call someone during the day and avoid calling late at night if it's about business. Of course this depends on the relationship you have with the person and this is just a rule of thumb. When calling a woman, make sure to avoid calling or messaging late at night, especially if it's just social so that you don't give the person the wrong message.
Work hours are typically quite early (6:30-7 am and end around 2:30pm) so the after noon is used to have lunch with the family, perhaps a siesta and then take care of duties and socializing (that's an important part of Qatari culture).
